Here's a quick beard/stubble tool I made for my charater, thought I'd share it with you guys!
Use a low brush size and you can change the Particle Life to define the length of the hairs.

Can you explain me how to use it? I tried to use it but nothing happened. The particles did their thing but there was no paint being created my model's face.
